Agents that want to participate in the exchange are required to have a license, extensive training and familiarity with all plans available. They must be willing to submit to intensive background checks and ongoing scrutiny by any state or federal agency.

Any misrepresentations, no matter if intentional or not, makes them subject to fines, imprisonment, loss of license and civil suits.

Agents are required to spend their own money to locate prospective clients and when they direct them to a plan are rewarded with a finders fee of $100 (based on the current PCIP model).

On the other hand, Navigators have a salary, benefits, sit by the phone waiting on calls, have no culpability for incorrect information (based on the IRS model), get paid holidays and vacation. They also work regular hours, never have to get in their car to drive to see a prospective client, and are paid the same whether they make a "sale" or not.

Tell me why agents would want to participate in the Exchange.

Because in the Peoples Republic of Obama, it's the only market left standing. (At least that's Wash. DC's viewpoint on it.)

The National Association of Insurance Commissioners (NAIC) passed a resolution today in support of professional health insurance agents and brokers. The resolution urges the Department of Health and Human Services (HHS) and Congress to take action to preserve the role of professional health insurance agents and brokers as consumer advocates and advisors. The vote was 26 for, 20 against, with five commissioners abstaining.

This action means the commissioners recognize the "essential" role health insurance professionals play in protecting the health and financial well-being of Americans. It also draws attention to how the ill-advised medical loss ratio (MLR) measures prevent these licensed professionals from effectively assisting consumers in making educated decisions about their coverage needs.
The next step is to ensure HHS heeds this recommendation to "take whatever immediate actions are available to the Department to mitigate the adverse effects the MLR rule is having on the ability of insurance producers to serve the demands and needs of consumers and to more appropriately classify independent producer compensation in the final PPACA MLR rule."
I want to know who the 20 that hate us are and who the 5 that couldn't care less about us are!
