Usually if you want to keep the car, you pay salvage value (what they get in auction for the parts), figure 10 - 20% of the value of the car, probably around $300, so they will deduct this from the payout.
The payout from the city vs the payout from the insurance company will probably be very similar. This is likely below the city deductible for an insurance claim, so if they assume liability, I'm sure they will write the check that they deem correct.
If there were no injuries, this is likely pretty straight forward.
