1. If the active termination date is Dec 19 and they go on COBRA on Dec 20 (even if paid for by Verizon) there is NO subsidy eligibility
2. If the active coverage continues through Jan 19, with a COBRA effective date of Jan 20 there IS subsidy eligibility.
