Please think before you speak. Almost certainly it is a family member wanting the coverage on the prisoner.

If a person qualifies for the policy, has the means to pay for it, and the paper work can be properly completed why not?

MoO would let you write it. Other than that better check with the company. Presidential was supposedly GI but you couldn't write someone in jail.
