Can someone tell me if insurance exists to cover a company against fines imposed by the EPA or OSHA? I'm having difficulty finding an answer to this.

That doesn't sound like something you can insure against.

I severely doubt it. Your asking if you can buy insurance against willfully breaking the law.
OSHA and EPA fine companies for their employees not following basic saftey rules and regulations. They are there to protect you, every single rule they created is there because someone managed to severely injure or kill themselves by not working safe.
I used to work in Refineries for a living.
