Oh, the US Chamber has just announced its massive warchest to go after MaoCare supporters. That is all fine and dandy and to be expected and will put more blood and confusion on the table. But if there is not a counterproposal for people to turn to when they want to turn away from the current bill then it is just a mess and nothing more.

Association plans still have to file policy forms, underwriting guides and rates with the DOI. The only real advantage is the deemor provision for participating states.

If the association master policy is filed in a deemor state, then other states who subscribe to deemor provisions do not require that plan to be approved in their state. They do however require the carrier to make other filings, including amendments to the master policy that will bring those plans into compliance with state mandates.

There is a belief that association plans can raise rates at will without DOI approval. To an extent, that is true, but they still need to remain competitive. In states where prior approval of new rates are mandatory, association plans do not usually have to comply.

I guess the carriers don't want the bad press. All children will be GI starting Sept 23rd. There, however, is no mention of rates which, until the subsidies kick in will be astronomical.

I'm just guessing that there won't be any change for pricing regarding children who qualify. However, if they don't qualify the rates will be insane. Opinions?

What really gets me, is that Sebelius was Insurance Commissioner before she was Governor here in Kansas. She should know that carriers don't write policy on "intent" of the law, especially when there is a precedent already extant.

That she publicly "warned" them is political blackmail, not becoming of the head of a governmental agency.
