There is a clear distinction between what CMS allows and what some carriers deem "don't do it". The companies are covering their ass by keep over enthusiastic agents from putting them at risk.
I use this rule only in extreme cases where I have a snow bird or long distance client that "wants" to get things done before he 15th. It is not a sales opportunity or something I try to use as a means of building more clients.
