Is it unprofessional to tell a client that "I may have to hang up with you at a moments notice - I have been on hold with the FAIR plan for over an hour and a half and if they answer, I got to drop you -Ill call you right back."

Is that wrong to tell the client?

Definitely not, assuming its a random call and not a pre-scheduled time to speak.
 
I don't see anything wrong with it. You could even ask them if it is okay with them, with something like: "I want to be upfront with you: I’ve been on hold with the FAIR plan for over an hour, and if they answer during our call, I will need to take it but I will call you back immediately after, if that is okay with you?" I would think most everyone would say, yes to that.
