Since mutuals and fraternals are non-profit, are they exempt from Do Not Call list restrictions? Just curious...

So today I got a nice thank you gift in the mail....big can of macadamia nuts and pistachios from a California couple that I advised to buy a Knights of Columbus policy rather than another company that I represent. He appreciated that I took time with him and recommended a policy even though it would not benefit me. Well it did benefit me! I love macadamia nuts!
