Life Insurance Offered to Federal Employees

I am working with a 62, F, who has been a civil service employee with the federal gov't for six years in Virginia. As she is Hispanic, her English skills are minimal. She thinks she has about $28 a month substracted from her pay check to cover her life insurance. I would like to know if this program is optional for her, and also, if the life insurance program is the same for all federal, civil service employees in the country. Thanks in advance for any information.
