The DNC scrubbers only verify if the phone number is listed on the DNC list. If the people moved but kept the same phone number they probably don't update the DNC list.
And it doesn't know Jack about nbers that aren't on the list,

Yes, I'm talking about a mailing list. Not a do not call phone list.

Brad, how do you use that service and how much does it cost?

As the other folks mentioned you need your list "NCOA'ed." Search the search engines for NCOA. Usually it costs about $200 for a list for 50,000 or less. Search around.
