Work around testing mode. One household, family moved one mile away, two apps, one Gold, one child only Bronze, (topic for another day). I took a page from the forum work around missing manual handbook- for example:"answer a question or not, to avoid an issue", such as one spouse taken off policy, other spouse "lost coverage". Knowing that worked, I decided to leave out the "did you move since______" question, which triggers the "what is the new zip code" question.
The issue happened when I 1st did the address change in same zip code, said yes to moving and used same zip code for "new zip code", assuming that would prevent a SEP/proof doc requirement being generated. The system generated a SEP and proof of old and new address documents required within 30 days.
I redid the app with the work around I mentioned, and the Eligibility Notice doesn't ask for the docs now, but the system still has unresolved inconsistencies. I asked the phone rep to put in a mention of an issue to CMS, which he did. IDK why the glitch happens, but it may be that zip + 4 reads as "zip code change" in the system algorithms.
Upshot, will try the work around to not say there was a move, just change the address, on 2nd app, see what happens. Report back.
