Who would rule if what Pennsylvania wants to do is legal, if SCOTUS strikes down HC.gov subsidies? A judge? HHS?

Not sure about it being legal, but that hasn't been an issue/concern with government ran health care since the beginning of this.

Its expensive.

Federal Government takes 3.5% of the premium for itself, the State is then going to tack an additional fee on top of that.

This just really shows it was never about lowering premiums, it was about more control over such a large part of the economy.
