In addition to the paltry penalties for not buying insurance ($95 or 1% in 2014, $395 or 2% in 15', $695 or 2.5% in 16').......

AHIP, BCBS, and NAHU are all asking HHS to allow for additional "late enrollment fees" (like Part D medicare) in the final rules and would be called "mandate plus"
 
In CA children are GI up to 19 but can be hit with a 20% surcharge for enrolling 'off cycle'. This seems similar in design to put some kind of brake on to keep healthy people from just enrolling when they need coverage.

They should also consider (it may be already there) a 6-month black out window if a person drops coverage outside of OEP. PCIP has this rule, if you drop it you have to wait 6 months to get back on it.
 
That works for me. Having surgery in Jan, and don't plan on getting sick til sept. But my accident in the following April might have to be put off a month or two.
