Navigator Availability?

New York released the navigator schedules recently:

It was my understanding that navigators/IPA's were supposed to be available, specifically, in "non-traditional hours" to provide assistance. Times when brokers and call centers may not be reachable. Traditional hours, obviously, are your normal Mon-Fri 9-5. It stands to reason that navigators would be open after 5pm, before 9am, and on weekends.

Looking at my county,
First is open "first wednesday of the month, 12pm-3pm"
Second: "Thursday 11am-1pm"
Third: "2nd and 4th Friday, 5pm-8pm"
Fourth: "Second Wednesday of month 3pm-6pm"
Fifth: Wednesday 11am-1pm"

Continues like that for a while. Only ONE even has "full time" hours (it's also the only one open more than 3 days per week. Quite a few are only open 3 hours PER MONTH). Only 3 indicated any sort of weekend hours. While they all can handle Spanish, only one speaks Creole, and NONE speak anything else.

This looks like a far cry from what Navi's were supposed to be doing.

Any other states have their lists out? I'm curious if this is country-wide or just statewide.
