Never encountered this before, does anyone know the answer?

met someone with Medicare Part A only. He had no valid reason for a Special Enrollment Period and thus was told he would have to wait until the next General Election Period for Part B, which won't be until 2020, and then he would have Part B for July 1, 2020.

In the meantime, he receives a letter from his state's Medicaid, informing him that he qualifies for LIS and QMB, whereby the state will begin to pay his Medicare Part B premiums. The letter states this coverage begins July 1, 2019.

So, the question is- Will Medicare allow a SEP to add Part B? Or must he still wait until the next General Election Period?
