The Centers for Medicare & Medicaid Services (CMS) is creating a voluntary demonstration program to support changes to Medicare Part D under the Inflation Reduction Act (IRA).

The agency also finalized bid information for contract year 2025, with a base beneficiary premium increase of $2.08 for people with Part D.

The IRA is designed to limit yearly premium increases from contract year 2024 to 2029. Because Part D and prescription drug plans can result in plan price variation for beneficiaries, CMS is creating the Part D Premium Stabilization Demonstration to “improve premium stability for participating stand-alone prescription drug plans,” according to a news release.

I am from the government and I am here to help you.

It must be an election year . . .

Might not be good for taxpayers but the demo is good for insurance agents and their clients. Disruption is okay. Massive and immediate disruption is not.

For 2025, the Part D base beneficiary premium is $36.78, capped at a 6% increase over the 2024 amount. Without premium stabilization, the 2025 base premium would have been $55.98, 42% higher than the 2024 unadjusted base premium (61% higher than the base premium with the 6% cap in 2024). Between 2024 and 2025, the average monthly bid amount for basic benefits increased from $64.28 to $179.45. (See below for examples of how the 6% cap on the base premium helps to limit growth in premiums paid by enrollees for two hypothetical plans.)

Congress critters chest bumping and giving high fives for this bit of news . . . just before the election . . .

No hidden agenda here.

Or to say it another way...we do not expect this to work. LOL, you can't make this stuff up.

When Joe couldn't make it to the finish line (or was it the Finnish line) and they opted to send in the back up QB they must have realized it wasn't a good idea to piss on the gray panthers so close to the election, so . . . .
