Never an underwriting thing, always a state intervention. Similar to how we don't use credit scoring.
Ironically, a voter passed initiative is working to change this, where you can get your loyalty discount transferred. I laughed at the way it was presented, basically, they talked the public into supporting a rate increase and the public feel for it.
