If insurance is no longer regulated at the state level what is to stop the feds from assuming that revenue stream.
For that matter, if a public health plan comes in to being that is state revenue that will be lost. (They don't collect anything at all on M/M coverage now, so even more will be lost with the public plan or even the national exchange).
Of course there are premium taxes on more than just health insurance. Every premium dollar is taxed. I only can speak for the health insurance premium taxes.
