I laughed when I first saw this.
Not because it is missing rates, not because it's missing half of the plan description, not because they only compare plans to the standard plan (or nothing, if it is a standard plan), but for one simple reason:
They managed to make it take up over 10,500 pages.
Every plan rider, region, csr, and combination of the above earns a separate page. Age 29 and PED are riders on a silver plan? That's a dozen pages, per region (we have 8 regions, so 96 pages, for a single plan).
