Actually, this chart, while I understand it is simplified, has a major error.

It illustrates that the state regulations, mandates, etc, will feed into the public health plan. My assumption is that any public health plan will exclude itself from state regulations. The arrow on this line should point the other way.

That's one reason the NAIC immediately protested the proposal including a public plan.
