Opening a New Office, Would Appreciate Marketing Tips!

Right now I plan to take advantage of a few lead programs my company has, as well as purchasing internet leads. I need to blow away expectations in a slow market. Assuming I buy a list of 2000 scrubbed leads as well as the maximum of internet leads, what percentage of those can I safely expect to reach on the phone and again, what percentage of those should I be able to convert to sales?? I am open to any and all suggestions!
