Have you checked into working with an MGA? I work for Agency Service Bureau. We are an MGA in the Bay Area. We do not charge any fees. You own your book of business that is written through us. We currently write with just over 30 insurance carriers. I'm not saying it isn't hard for us to place business in California depending on the location but we definitely have more options available to us.
