P&C start up or expansion?

Started as a captive health agent in 86 then with an agency in 05.
Got my P&C to sell pet insurance along with health benefits at Mercer. Then signed up with Nationwide on the phones for 6 mo. In '15
Wanting to become an agency now and looking at how to do that. Binding seems important, and keeping your book of business. What are the best carriers contracts for commissions and renewal and best for start up support for personal and commercial lines?
 
Most captive carriers have a minimum cash on hand requirement for a reason; you dont make any money for 6 months and will have Bills to pay. Clusters will allow you to apply for appointments but larger carriers will want to see a Book of Business before offering an appointment. How large is your current BOB?
