Paying for a Partnership in Florida

I am currenly sell health (95%) and p/c (5%). Due to lack of carriers appointments, I can not grow p/c my business. Is it possible to pay 5000 to a agency owner to have access to their carrrier? I have my own office and will service my own customer. What are agency owner's main concern?

His E&O, you will also need to get appointed by his carriers and he is going to have to explain that your not an employee he is just letting you sell under his contract.
