PHP Equity Program

I'm trying to find out how the PHP Equity program works. Can't seem to find much in the way of details. It seems to be mostly hype with very little substance. I'm sure there is one but from what I can tell it's not going to benefit most people who qualify except the heavy hitters. Can anyone shed any light on how it actually works? Best I can tell it's been "Pre IPO" for about five years.
