I'm in SC. Humana is discontinuing one of the MAPD plans in my area in 2025. Clients on this plan have a GI right to a med supplement, even though Humana will have other MAPD plans in the same area, correct? It isn't necessary for the carrier to be leaving the market for the guaranteed issue right to apply?
 
That is what I understand for my situation with Humana here in Texas, that they can go to any plan despite the fact that Humana may offer other MAPDs. Although I believe GI rules vary from state to state. They would only need the GI if going to a Med Supp. In Texas, most Med Supps do not pay full compensation on GI so that's another thing to research.
 
I've used the GI situation successfully where a carrier terminated a plan but still offered other plans in the county.
As long as the customer is not being "cross-walked" to another plan you should be fine. But I suppose it could vary from carrier to carrier and how much they want to cooperate.
