So let's say you have a small independent agency and you do ok but not generating as much business as you want. An opportunity presents itself to work for a major captive carrier. Do you accept this new position and try to sell under your own agency on a more part time basis? Or would this be considered a conflict of interest and not possible?

Are you asking about sneaking around or getting approval to do it with the captive company? Certainly you can sneak around and do it but that's not a winning plan.
Pick a lane and commit to it and fully give it 100% and you'll be much better off.

Read your contracts and you'll know. Part of the reason they are called captive, is because you can only write with them.

A few contracts, usually the older ones, allow it.

Most clearly forbid it.

Would never want to sneak around doing anything...no one has time for that kind of stress. I specifically asked if it is usually considered a conflict of interest and not a possibility. The carrier I am referring to is Liberty Mutual. I am just gathering information at this point in the event I actually need to make a decision.

Read their contract and you'll find out.

Just ask them. They may be fine with non-competing products. Or if they have 1st crack at every case. Or they may say no way, no how. It's their call. So just ask them.
