Preparing For 2015 Open Enrollment

I lost that bet last year.

This year, it really needs to. The subsidy crowd is going to get their refund, it will be lowered doe to non-compliance and then they are going to want coverage when they get told the fine for next year. And if its after 2/15, they are out of luck.

The next 30 days is going to be nuts.

A lull between 12/15 and 1/15

Then another nutso month between 1/15 and 2/15.

Agreed, I just don't understand why they wouldn't move the OEP closer to April seeing it's a tax based benefit.
 
Maybe a new SEP? Extend the season of sharing?

There is one vitally important step that the administration could take to substantially increase 2015 open enrollment. Beginning in late January and through mid-April millions of uninsured Americans will file their 2014 income tax returns. Many will become aware at that point for the first time that they will have to pay a penalty for not having had minimum essential coverage for 2014. These penalties are relatively small—for 2014, $95 per adult or 1 percent of income over the filing limit. Penalties for 2015 will be much higher, $325 per adult and 2 percent. But many will discover that they owe the penalty after February 15 when open enrollment closes and it is no longer possible to enroll for 2015.

The agencies should establish a special enrollment period lasting through April 15 for anyone who has to pay a shared responsibility penalty for 2014. It could clearly do so under its authority to authorize special enrollment periods for "exceptional circumstances." Doing this could not only extend coverage to many otherwise uninsured individuals and draw into the exchanges a group that is likely to be relatively low risk, but could also diminish hostility to the ACA which will surely increase if individuals are blind-sided by a penalty they can do nothing to avoid.
 
If it starts in April they would already be over 90 days without insurance and be liable for the penalty for 2015, so what good would it do?

I am through, finished, stopping, no mas putting APTC-eligible clients in Automatic Premium Payment.

Due to delays in the Marketplace notifying carriers of plan changes, some BCBS clients have had their Jan 2015 premium drafted for both their "old" BCBS plan and their newly chosen BCBS plan.

Client persistency has been the same, whether they're auto-pay, or manual pay. So, I'm advising manual premium payment going forward. Less potential headaches for all concerned.

Even the termed policies? Which ones did this?
 
And in probably not so new news, Humana can be added to the list of carriers who are auto debiting clients who not only choose a new plan but also canceled their coverage via the terminate coverage button on HC.gov.
