More important than 30% less total enrollees, is the fact that they are now looking at a third to a fifth the amount of new enrolls and expecting their 3-year ramp up to 25M to take 4-5 years.
Don't forget, there's been nearly a million members lost this year for various attrition reasons, and about a million more set to lose subsidy eligibility due to not providing requested proof. If you ask me, their new numbers are optimistic.
With an extra year or two to hit their goal, the reinsurance programs might get a bit sticky. They were designed to last 3 years to help get carriers through this period, if it takes longer than expected, it's not hard to see how this can cause an issue.

Fewer Enrollees = U.S. Treasury pays out less money in Subsidies.
Fewer Enrollees = Insurers receive less money in Premiums.
The money/budget people in the Government (not the political people) must be happy that cash outflow will be reduced, since Obama has unilaterally delayed several income generating aspects of the Affordable Care Act.
Has anyone ever seen estimates of how many healthy enrollees each insurer needs to offset 1 expensive chronically ill enrollee? As Ray pointed out, this healthy-to-sick target number will be very critical in the next two years, as the Insurance "bail-out" funding is dialed back, as scheduled.
