Question: Special Enrollment Periods

When reading the information on www.healthcare.gov it appears that the only way to apply for a SEP is to call CMS.

So does this cut out the agent for new business? What about a person who loses his/her coverage at work? Marriage, birth etc.?

So, no new business for the individual market until the next open enrollment date?

Does this also apply to off the exchange business? No new enrollments after 3/31/14?

The email I got today from BCBSTX said that the retail site and producer portal (both list me as an agent on the app) would be updated on the 1st for SEP. What that means, I have no idea. I'm sure it will work as well as everything else has. On the plus side, it certainly seemed to indicate agents would be part of SEP
 
We've been receiving emails from carriers about SEP on and off exchange, so it's clear that agents will be involved.
 
Here, we are still able to do SEPs for individual members after OEP ends as long as we can provide all of the documentation...might just be that we have a state portal.
