The car dealer isn't the one buying the insurance. The car dealer is acting as a lead generator in that capacity and you are paying for the lead. That is different from giving the person the car dealer sent you a gas card, which would be more analogous.

No its not. In this case, the agent isn't giving anything directly to the person that was referred by Netquote. The agent pays Netquote. Why would it be more analogous that I give the gas card directly to the client? Usually, they are used to put gas into the car the client buys, either directly by the car dealer, or the car dealer giving it to their customer. I don't care, it's not tied to a sale made by me.

If they give the gas card to the customer than it is similar. However, any incentive for someone to buy or change insurance that reduces the premium outside of the rates recorded with the state DOI is rebating or unfair discrimination.

What can be considered rebating is broad. We have an issue here in Georgia where health insurance companies want to give rebates to people for "behavior modifications." Essentially, they want to reward people for getting check-ups, lowering blood pressure, etc. That seemed like a "no-brainer safe harbor" because it was the health insurance company directly lowering the premium. However, even that has been determined to be illegal rebating and they are trying to change the laws to allow that as an exception.

My questions is what program do you use to make your banners? I need a banner making program. Free is good also.

Adobe Fireworks CS4

It is an amazing graphics program. You won't learn it in 5 minutes though. Buy an instructional manual and clear a couple days to learn.
