The one you linked was just odd. That may very well be the technical definition, but it's much simpler to know that "T" typically means they aren't receiving social security benefits.

When I'm speaking with someone who is turning 65, one of the questions I ask is if they've received their Medicare card yet. If they say no, I then ask them if they are receiving or have applied for social security benefits. If I get a no response there, then I know to instruct them that they will need to actually apply for Medicare. I will point them to ssa.gov and explain which steps to take.
