It's the new app people get when they answer all the yes/no questions correctly and HC.gov determines it will go through the new application process. This process has multiple questions per page. The old app process (last's years process) usually has one question per page, so it's a lot of click and wait. If you had someone renew from 2014, you likely had to do the old app. If they were new for 2015 and weren't dealing with any special situations, they likely went thru the new app.
