Self-employed

My client is self employed. Purchased health insurance. No longer self employed. Still has the medical insurance, forever, if desired. Just turned 65. After the 7 month medicare window and he decides he wants to drop self employed medical insurance, will he be penalized? This is different than working and medical insurance. I need a reference site in writing or printed. :err:
 
It's not different than employer coverage. He's self-employed which makes it employer coverage. Just take a look at the Medicare & You guide and it should clear everything up. If not, come back :)
