Selling security trailers and security systems without wheels at the same time.

We supply goverment customers with covert surveillance products. Some of our customers have expressed interest in us installing our technology into those security trailers with cameras you see in parking lots and at construction sites. The DMV in Oregon tells me we need to register as a car dealership to do this. One of the requirements is to have a special kind of insurance policy. Our insurance broker is telling me there are plenty of people that would love to sell us insurance for selling anything but the trailers and lots that would love to sell us insurance for just the trailers if we stopped the rest of the business, but no one that will do both. They suggested we might set up two separate companies, but that would introduce a lot of redundancies and extra costs and confuse our customers. Does this sound right? I am not sure what the problem would be. Can someone help me understand all the resistance I am getting?
