I hope those companies have those "opt ins" available for inspection.
In addition - lists as you say won't suffice just because it was sold to another person or third party.
The consumer has to opt in for that "specific" caller OR had a prior relationship with that "specific" caller.
I hear that a certain division of the FCC will be paying bounties for the information on companies not complying.
Since the fines will be stiff - I guess they'll be able to afford it.

A lot of people sound like they will abandon residential dialer campaigns but I know of a few companies who are compiling lists of "opt in" type responses from mailers, internet, or the old school hand filled out surveys. If thats a legit way to keep dialers legal people will use it just smaller data to call on..Then again less people dialing so it might still be worthwhile.
