There are a multitude of reasons for people to be producers rather than agents. Truth is, producers, because they have far lower expenses, frequently make more money than an agency/owner, especially in the early years.

Running a business is not for everyone.

Sales71 - No, not part of SIAA, though I'm considering it. There are some markets here that a cluster is the only way to get access with binding authority. Outside of that, I either use a different carrier or write through a GA, such as Superior Access.

What are the consequences of not having one?

Talk to an attorney. Be very clear with the agency what your expectations are and they are either OK with that or not. For me, I have little interest in acting as an incubator for future insurance agency owners. I don't know why any agency owner would.
