PCIP definitely has its place, as does any state risk pool. It's too bad the general public didn't understand its value as well as insurance agents understand it. The low enrollment is partly due to lack of knowledge. It seems that any economy should have a safety net for its uninsurable population.

I think it's more that people realize they have to pay for insurance, and that it's expensive. That's the problem.

PCIP is great for people who are "would be buyers of health insurance", but couldn't find a source, but a lot of the people it was supposed to help wouldn't "sign up" for health insurance if you paid the premium and gave them a popsicle. They simply don't care, that's why ppca is so funny. I have a young lady right now that refuses to sign and send an application back to me, eventhough her father is paying for her and the two children. Her attitude is the heck with her old man and that bitch he has working for him.
 
PCIP in reality is for people that have pre X and have the money to pay for premiums.

Upper middle class professionals.

Maybe some early retires that have a pension.

Small group owners that sold their businesses.


Those of us that are in the trenches new the PCIP would not be successful.
