True, but (and its a big but, no pun intended)
Doctors tell everyone over 50 that it is a preventive service and they need to have it done. So a disconnect will occur (and already does) between how doctors present things and how they are billed to insurance companies. Patients will end up with a bill, then blame the insurance company because the doctor said it was a preventive service, not diagnostic.

Any other industry, the doctor would have to get permission to do this upfront, with a clear understanding that he wants it done, the patient will get a bill, etc. With medicine, it's never so clean cut.

Preventive care is no biggie. All of the Anthem Lumenos plans (HSA and HIA) and some clones from other carriers out here all feature no-cost preventive services. Preventive services are regulated by the frequency for which they are allowed (no one needs 10 physicals in a year nor would such a thing be approved). There are 19 "nationally recognized" services that would fall into the no cost category. With the major carriers, it will not impact rates.


I dont know. Some major carriers here in SC still have copays for preventive care, even on their top tier plans. Our premiums here in SC tend to be lower than those in CA too...
