Anybody ever run into this situation? Guy is under 65, has Part A (was on Part B, but it was cancelled - don't know the details there). What can he do to get medical insurance? Marketplace is a no go. He tried and they told him if he has any part of Medicare he isn't eligible.

It's not.
Anyone who's eligible for free part A can purchase part B.
The OP said that he was U65. That suggests a disability.
Could be RRB related.
Could be paying for part A.
Time to go further down the rabbit hole.
