United Health May "play" Next Year

It's a CA law, any carrier that withdraws completely from the IFP market in CA is subject to a 5 year ban from re-entering that market in CA.

That's just STUPID. Its penalizing the consumer. More choice equals more competition, better plans and better rates.
 
Haven't heard if they will be ON here, but Humana has filed their on-exchange plans for 2015. If Coventry and BCBS stay (of course BCBS will stay) that will be three to choose from. Coventry seems to have bought the market locally this year. Time will tell if they can hold that position.

UnitedHealth won't have to make a final decision about 2015 exchange participation until September, Hemsley said. But UnitedHealth now "has a bias to increase that participation in 2015," according to Gail Boudreaux, an executive vice president at UnitedHealth. "The size of the overall market is positive."

"Insurance giant UnitedHealth Group on Tuesday seemingly took another step closer to bailing out of Obamacare in 2017 when its top corporate executive engaged in more public handwringing over financial losses and conceded strategic mistakes in rushing into the system.

While a pullout by UnitedHealth would deliver a serious blow to the future of President Obama's signature health insurance law, a larger concern is whether its departure would trigger a stampede to the door by other bigger players in Obamacare, including Aetna and Anthem."

Question: United Healthcare didn't participate in 2014, and the Exchanges did just fine without them. So why would pulling out at the end of 2016 be so bad for the Individual Health marketplace?

It's not as much about their absence as much as their influence on the industry. If they pull out after 2016, all their on exchange members will have to go somewhere and that is a lot of risk for smaller companies even Aetna size to take on while still offering plans that will be "affordable". Finding ways to offer policies that won't be $1K per head will be more difficult to accomplish. You think 2016 plans suck, what happens when the biggest insurer and more leave the market. On top of that, we will all be slinging Med Supps and Final Expense after commissions are a thing of the past.
