I prefer "assessment", it sounds like you're getting a service for your expenditure.

It is theft by gvmt legaly obtained maybe next year they will call it "points" but this yr on goodluck.gov they call it a fee...
No longer is it called tax or penalty.

I think they should call it points cuz that makes it even more confusing and fits well what the current situation.
