No fault claims hurt here sometimes with carriers as well. I guess they see it as it doesn't matter why they pay a dollar, a dollar is paid.
Some of my carriers don't charge for it, I believe Kemper is one of them. I just dealt with this with an underwriter today. However, they DO review the number of claims. Client has 1 at-fault and then a not-at-fault claim this year. If they have one of either one in the next year the policy is ceded (NC Jargon, you don't want that to happen). So yeah, they do count.
