Be wary of anyone who charges for YOUR data. They should provide you the data at no charge in a format that is easy to understand (aka a well typed database schema) and provide ready access to your scans.

You should be asking these questions up front and get it in writing.

Laird - could not agree with you more - It is a crime what some vendors charge to get THEIR DATA - and the timing - unbelievable. I helped an agency move from WinTam (16 user) to QuikFuzion - they wanted over 3K in just data costs (never mind conversion costs) just to get THEIR data out of Their system and wait 30 days.
