Depends on ROI, with purchased leads you can purchase filters, and get higher premiums which result in a higher commission, organic leads, you have to take what comes your way.

It takes a while to generate leads on your own site. Maybe you start by building site to get it up and running, buy leads and as you make $$ from sales, invest it in your own lead gen ideas.
