VP of US is the ex-officio President of the Senate and only votes in the case of a tie.

Could be mistaken, but I believe they can also vote to make a tie.

That is true in regard to Constitutional duties and actual floor votes but the Senate has given the Vice President the power to rule on parliamentary issues, even overruling the Senate parliamentarian if needed. Thus he could overrule the parliamentarian if the he decides that certain issues cannot be enacted through reconciliation.

I'm glad you chimed in Winter because for a minute I was thinking maybe I misunderstood what the prior Parlimentarian said. He was a big guy. I never seen him before. I think it was on CNN or something. It wasn't fox news I know that. Don't ask why I was watching CNN (fox commercial). Biden is just crazy enough to do whatever...,
