There is an investment of time that varies by an individual agent's needs, and with time being our greatest asset, it can cost a lot to have a revolving door of sales people.
In fact it's much better to maintain/retain a sales force than to constantly be hiring/training, dealing with appointments/contracts, questions, etc again and again.
Also, the failure rate would be much lower if agents received a thorough understanding of what this job entailed, and were also trained and supported properly, as in given a fair chance.

A straight commission job costs the recruiter nothing for each hire and if you make one sale he gets an over ride on it.
So many of the straight commission opportunities would hire anyone and everyone for that reason alone.
