Workers Comp for a Carpenter in NY

Here is the deal I cannot place him with nysif due to an old expiration and he has only 2 years of prior insurance experience. For some reason every carrier I approached denied the app for lack of experience. Can any one recommend me a carrier that can write a carpenter in NY.

He has to clear up his problem with NYSIF they are going to be the only place to go.

I advised him to do that but he refuses to talk with them and this has been on his record with them since 2007.
