Working together to reduce marketing Costs

I happen to be located in SE Washington and want to create a set of advertising /informational games to go in a local publication(Hometown Values). The idea is to have a game/puzzle every mailing that brings up coverage questions inviting the reader to question the coverage they have with an invitation to call with any questions.

Find the differences in 2 drawings - Homeowners Contents with special limits
Matching - claims scenario and line of coverage.
Place items in the correct order - claim causes of loss by most common to least
Crossword - fill in Commercial coverages with risks

etc.

My proposal is that a group of individual P&C agents in different areas could pay to develop the marketing materials and the only difference would be logo and business contact information.
 
You could probably outsource this overseas for very cheap. Or pay a college student or something. Lot of potential for conflict of interest co op marketing with other retailers even if its in a different area.
